The Soviet officer corps experienced a steady transformation after World War II. The Russian Imperial Army had never enjoyed an abundance of well-educated officers, and the Red Army was so destitute of military expertise that Trotsky and Lenin resorted to inducting about 45,000 ex-imperial officers. In the 1920s and 1930s a major effort was undertaken to recruit and train a competent officer corps. 11 The war, of course, provided a practical school that left the Soviet army (the name Red Army was changed by Stalin at the end of the war) with a large and combat-experienced officer corps but not a sophisticated one.
They prepared papers for Politburo and Central Committee meetings. They kept their noses in the everyday affairs of the state ministries and departments. 13 Their great strength lay in their direct access to the general secretary and their influence on personnel assignments, but being somewhat removed for policy implementation in the ministries, they sometimes were faced with accomplished facts before they could prevent them. At the same time, the relationship was symbiotic. Ministry officials received fuller interpretations of Politburo decisions from them, and in turn they depended on ministries and departments to provide information and analysis.
The younger officers were clearly better educated and more sophisticated.
